There’s some creative spin on the reporting of the Ofcom report: “have access to a connection” is not the same as “have a connection”…
I notice the Ofcom support states “have access to *a* broadband connection”, which probably means to get to the figure of 99.6% they’ve included things like satellite and wireles which costs a small fortune relative to ADSL and cable. I doubt that nearly everyone in the country has access to an affordable broadband connection.
